Staff members are subject to the authority of the Secretary-General and to assignment by him or her. The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Capacity Development and Partnerships Section, Strategy and Programme Management Division (SPMD). The Chief of Section reports to the Director, Strategy and Programme Management Division.
工作內(nèi)容
Within delegated authority, the Chief of Section will be responsible for the following:
?Provides policy guidance to the Director of Division on the promotion of the divisional vision, goals and priorities; results-based programmatic approaches; the embedding of monitoring, evaluation and learning in all work; and ensuring strong cross-divisional team work.
?Plans and oversees the implementation of ESCAP’s capacity development strategy, including the coordination, development, implementation, monitoring of, and reporting on, capacity development projects funded from the Development Account, Regular Programme for Technical Cooperation, and extra-budgetary resources.
?Plans and oversees the engagement with current and potential new ESCAP partners, including through regular consultations on resource mobilization requirements and priorities for new and enhanced cooperation; further development of tools for donor profiling, visibility and outreach; and negotiations of trust fund agreements, other funding/contribution agreements, memoranda of understanding and other partnership agreements with partners.
?Supports the Director, SPMD in the implementation of the Umoja Extension-2 in ESCAP, including strategic management and project and portfolio management applications.
?Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
?Provides substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
?Leads the reporting to the annual ESCAP sessions on capacity development, partnerships and extra- budgetary contributions. Contributes to the reporting to other intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
?Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective, and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
?Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
?Recruits staff for Section taking due account geographical and gender balance and other institutional values.
?Manages, guides, develops and trains staff under his/her supervision.
?Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
?Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Advanced university degree (Master’s degree or equivalent) in business or public administration, economics, law, social development, environment or related area. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of ten years of progressively responsible experience in programme and project management, budget, or related fields is required. Proven track record of working with donors and external partners is an advantage. Experience in change and results-based management is desirable. Experience working within the United Nations Common System or international organizations is desirable.
語(yǔ)言要求
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
