Appointment against this post is for an initial period of one year and may be subject to extension. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat functions of the Convention are performed by the UN Environment. This post is located in the Secretariat of the Minamata Convention at the Geneva duty station.Under the overall supervision of the Executive Secretary, the incumbent will be responsible for Human Resource Management, Budget and Finance, and General Administration of the Minamata Secretariat and will perform the following duties:

工作內(nèi)容

1.Human Resources Management:

? Effectively coordinating actions relating to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
? Defining conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

2. Budget and Finance:

? Taking the lead with respect to the financial side of the implementation of the work programme of the Secretariat; ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments approved by the Parties.
? Monitoring and reviewing the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan and budget allocations.
? Providing Input in the production of programme reports and preparing financial reports.
? Monitoring the status of the trust funds of the convention and relevant contributions and takes action as necessary.
? Defining requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of resources.
? Developing procedures and implementing the same to ensure that accounting and financial management controls are consistent with UN regulations, policy and practice.
? Supervising and/or providing guidance on financial administration and management information issues and practices to colleagues and provides input and support to the senior management on finance matters.
? Providing guidance and leadership to more junior staff.

3. General Administration:

? Overseeing work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
? Managing the day-to-day administration of the Secretariat, and reviews adequacy of space requirements and take necessary actions.
? Overseeing the identification of office technology needs and maintenance of equipment, software and systems, coordinating with appropriate offices/units, including enhancements as necessary.

? Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

? Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of five (5) years of progressively responsible work experience in administration, finance, accounting, human resources management or related field is required. Familiarity with UN system processes and experience with an Enterprise Resource Planning (ERP) system such as SAP is an advantage. Work experience gained in administration, budget and/or finance functions in the UN system is an asset.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
