This position is located in the Agricultural Quality Standards Unit of the Market Access Section within the Economic Cooperation and Trade Division of the Economic Commission for Europe (UNECE). The incumbent will perform his/her duties under the overall supervision of the Chief of the Market Access Section, and the day-to-day supervision of the Head of the Agricultural Quality Standards Unit.

Under the general supervision of the Head of the Unit (Secretary to the Working Party on Agricultural Quality Standards), and within delegated authority, the incumbent will:

-Service intergovernmental meetings of the UNECE Working Party on Agricultural Quality Standards and its bodies
-Produce publications, explanatory brochures, promotional and other printed material on standards
-Draft research papers on the development and application of standards
-Promote UNECE standards and contributing to capacity-building activities
-Contribute to the work of other teams and sections of the Division and to cross-sectoral activities within UNECE
-Maintains standards; updates and monitors on a regular basis the three language versions of the standards, publications and other outputs on the Unit’s web page.


1. Under the supervision of the P4 Secretary to the UNECE Working Party on Agricultural Quality Standards (WP.7), services the four specialized sections of WP.7, their bureaux and groups of rapporteurs:
-plans for the meetings; prepares agendas, documentation, reports; disseminates information through list servers and Internet
-draws up questionnaires to carry out surveys on: (a) country needs in developing standards; (b) practical application of standards; (c) national production, trade, quality control and certification practices. Processes the results of the surveys, presents them at the meetings of the WP and its specialized sections
-advises on priorities and changes to the programme of work
-liaises with government and private sector experts on issues related to the development and implementation of standards
-coordinates work with FAO, OECD, European Commission, WTO and other international standard-setting organizations.


2. Produces publications, explanatory brochures, promotional and other printed material on standards:
-plans for drafting, discussion and approval of publications by specialized sections and the WP
-ensures consistency and correctness of texts
-publishes documents on the UNECE webpage
-works with the Documents Management and Printing Services to ensure high quality of printed material.


3. Drafts research papers on the development and application of standards:
-analyses trade flows in agricultural products; formulates priorities for developing new and revising existing standards
-carries out comparative analysis of UNECE, other international and national government and private-sector standards; recommends on their harmonization
-analyses national quality control and conformity assessment systems; describes best practices.


4. Promotes UNECE standards and contributes to capacity-building activities:
-raises and manages extra-budgetary funds for capacity-building and promotion of standards
-plans and organizes workshops and training courses
-develops and maintains networks of partners in the government and private sectors.


5. Contributes to the work of other teams and sections of the Division and to cross-sectoral activities within UNECE. Maintains standards; updates and monitors on a regular basis the three language versions of the standards, publications and other outputs on the Unit’s web page.

專業(yè)要求

Advanced university degree in agricultural sciences, economics, international relations, business administration, trade or a related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作經驗

A minimum of 5 years of progressively responsible experience in trade, trade policy, trade-centred economics development or government trade-related regulatory policy is required. Proven experience in organizing and servicing international meetings is required. Experience in preparing reports and research or policy documents is required. Experience in standardization and/or agricultural trade issues is desirable. Experience in food trade, food loss, food waste and/or sustainable development issues is desirable .

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of Russian is desirable.
