The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The objectives of the Energy Division (ED) is to support member States in enhancing energy security and the sustainable use of energy through regional cooperation to achieve the Sustainable Development Goals and 2030 Agenda for Sustainable Development, including the SDG7 on affordable and clean energy in Asia and the Pacific.

This position is located in the Sustainable Energy Development and Utilization Section, in the Energy Division. The incumbent reports to the Chief of Sustainable Energy Development and Utilization Section.

工作內容

Under the direct supervision of the Chief of Sustainable Energy Development and Utilization Section, and overall supervision of the Director of Energy Division, the incumbent is required to perform the following functions:

Economic or sector analysis
? Develops and maintains energy related databases and qualitative information necessary to prepare evidence-based analysis for specified recurrent or ad hoc assignments on energy policies and strategies.
? Interprets and applies energy models and scenarios to determine trends, patterns and relationships and to analyse the effects of energy alternative policies and assumptions.
? Drafts studies for various publications and provides inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development related to energy.
? Identifies and analyses policy proposals made elsewhere relating to assigned energy topics.
? Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
? Assists in the organization and servicing of expert group meetings, seminars, related to energy issues.
? Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support
? Prepares inputs for reports to intergovernmental bodies on energy issues, including Committee on Energy, Commission and related Ministerial events.
? Follows intergovernmental meetings and prepares summary reports.
? Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
? Assists in the organization of panels, round tables etc. on energy-related development issues for intergovernmental processes.

Technical cooperation
? Participates in missions on energy-related development issues, usually as a member of a team.
? Delivers capacity building activities for officials and experts from member States.
? Prepares documentation for technical cooperation programmes and projects.
? Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
? Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General
? Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
? Undertakes on-the-job and other training activities, both internally and externally.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in energy economics, sustainable development, energy engineering, or related field. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經驗

A minimum of five years of progressively responsible experience in research and analysis in energy economics, policy formulation, application or implementation of principles of energy economics in development or programmes or projects related to sustainable energy.

Experience in the development and maintenance of web-based interactive databases on energy and development is desirable. Experience of work in Asia Pacific is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
