The position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and availability of funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. This position is located in the Executive Office, Human Resources Section of the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. It encompasses sub-functional specialties such as human resource administration, planning, programming/budgeting, and implementing, monitoring and evaluation of business functions. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Administrative Officer reports to the Human Resources Officer, under the overall guidance of the Chief of HR Section.

Within delegated authority, the Administrative Officer will be responsible for the following duties:
?Provide advice on effective succession management and workforce planning through timely and accurate projection of vacancies and staffing requirements.
?Prepare and Interpret workforce data and statistics using UMOJA or other Business Intelligence Enterprise platforms and make recommendations on workforce requirements based on HR analytics.
?Advocate for the best application of HR practices, staffing, development, and organizational planning and design.
?Provide advice on recruitment and selection processes in line with corporate guidelines and policies, leading to the timely sourcing, selection and placement of the required talent. For centralized recruitments, this includes initiating transparent and competitive recruitment and selection processes (from the review of job descriptions to the screening of candidates) as well as ensuring the timely management of the process.
?Provide advice on the performance management and development process and regularly monitor PMD completion rates, providing updates to senior management.
?Enhance the capacity of the Administrative Officers in the clients’ offices, through presentations, virtual clinics, and other means.
?Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
? Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
?Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
?Defines requirements and work with systems units with respect to improving budget and staffing reporting systems and cost effective utilization of program resources.
?Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
?Supervises and/or provides guidance on human resources , administration and management information issues and practices to colleagues.
?Provides guidance and leadership to more junior staff.
?Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
?Reviews adequacy of departmental space requirements.
?Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
?Performs other related work as required.

專業(yè)要求
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field, is required. Experience in Administration or HR Management, handling emergency and crisis situations, is desirable. Experience with Enterprise Resource Planning (ERP) system, Umoja or equivalent, is desirable. Experience with PeopleSoft platforms, such as Inspira or equivalent, is desirable.
語言要求
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
