This position is located in the Headquarters Client Support Service (HQCSS), Division of Administration, New York, Department of Operational Support (DOS). The Associate Administrative Officer reports to the Administrative Officer, DOS.
Under the overall supervision of the Executive Officer, the HQCSS also provides administrative support to the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict, the Office of the Special Representative of the Secretary-General on Violence Against Children, the Office of the Special Representative of the Secretary General on Children and Armed Conflict, the Ethics Office, the Global Compact Office, the Human Security Unit, the Office of Administration of Justice, the Office of Information and Communications Technology, the Office of the United Nations Ombudsman and Mediation Services, the Office of Special Envoy for Haiti, the Office of Victims' Rights Advocate, the Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, the United Nations Office for Partnerships, as well as to the liaison offices of the United Nations Office on Drugs and Crime and the United Nations Convention to Combat Desertification in New York.
In line with the Secretary-General's management reform report effective 01 January 2019 DOS will focus on operations, services, transactions and surge support to entities in weak environments. It will service and support the entire Secretariat - at Headquarters, the regional commissions and offices away from Headquarters and in the field.
工作內(nèi)容
Within delegated authority, the Associate Administrative Officer will be responsible for the following duties:
HUMAN RESOURCES MANAGEMENT:
?Coordinate with the Programme Managers on the engagement of external experts/consultants;
?Coordinate with the Office of the USG/Department of Management Strategy, Policy and Compliance (DMSPC) on requests for exception of travel accommodation;
?Certify documents relating to consultants and travel requests in Umoja;
?Certify charges pertaining to reimbursable loan agreements and liaise with respective entities.
BUDGET AND FINANCE:
?Maintain financial and administrative control of budget allocations;
?Monitor expenditures on all accounts administered by Headquarters Client Support Service by downloading extracts from Umoja;
?Review requests for engagement of external experts/consultants and all official travel requests ensuring application of appropriate UN Financial Regulations and Rules and established policies and procedures;
?Review travel claims submitted by staff for applicable travel entitlements;
?Supervise tasks related to procurement, billing and receipt of income from various services, departmental travel programme(s), payment to vendors and individual contractors for services;
? Supervise review of monthly mobile charges;
?Monitor subscription renewals for the Department of Operational Service (DOS) and arrange for requisitions to be processed as required;
?Supervise support staff as required;
?Assist the Administrative Officer in the preparation of the financial performance reports and budget proposals.
GENERAL ADMINISTRATION:
?Assist the Administrative Officer in managing office space for the offices being administered by the Headquarters Client Support Service (HQCSS);
?Coordinate with the Facilities and Commercial Activities Service (FCAS) on issues relating to provision of office furniture and equipment;
?Perform other related administrative duties, as required.

An advanced university degree (Master's degree or equivalent degree) in business, finance, accounting, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required. Experience working in Umoja financial module is desirable. Experience in financial management of extra-budgetary resources and trust fund is desirable. Experience in reviewing budget proposal is desirable.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
