The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Implementation Support Division. Under the general guidance of the Head of Division and the direct supervision of the Head of the Capacity Building and Knowledge Management Unit, the incumbent will perform the following duties:

1. Leads the design and management of the system level architecture for IT solutions developed by the Secretariat: (a) Implements, manages, and maintains the SCBD’s system level IT architecture and enterprise data model to ensure standardization, re-usability, integration, security, scalability, and performance;(b) Designs, produces and integrates IT solutions aligned to SCBD’s strategic plans, priorities, and requirements; (c) Analyzes the technical viability and impact of proposed solutions and system changes; (d) Manages the upgrade, migration and integration of new solutions into the existing IT system, including their development, staging and live production in cloud server infrastructure; (e) Develops documentation including all architectural documentation, IT services catalogue, and the application and data designs of IT solutions; (f) Supports the delivery of solutions for assigned projects; (g) Ensures the overall technical quality of the solutions being delivered; and (h) Ensures and promotes compliance with established IT standards and protocols of the UN Secretariat. 2. Supports the development of a technical vision and strategy for IT projects: (a) Participates in the development and application of an information technology strategy for the Secretariat; (b) In collaboration with the IT team and relevant staff, reviews and prioritizes IT project requests; (c) Supports the translation of business requirements into appropriate technical solutions; (d) Provides guidance in the tendering or development of the solutions and their deployment to ensure alignment with existing systems; (e) Facilitate the development and use of appropriate standards, protocols and policies in application development; and (f) Proactively communicates and advises senior management and staff on the developments and the new emerging IT solutions. 3. Provides technical advice and substantive input into the software development work of the IT team: (a) Provides technical advice and guidance regarding the design and development of IT solutions to ensure integration, consistency and conformity with the overall IT architecture; (b) Seeks out robust solutions that maximize cost-effectiveness; (c) Assists developers in implementing the proposed solutions and oversees their deployment and maintenance, including by reviewing the code and ensuring adherence defined functionality, standards and operating procedures; and (d) Defines, promotes and applies data security standards. 4. Elaborates IT architectural patterns, development standards and processes: (a) Analyzes, designs and develops, test guide and support information systems for pilot and/or production use; (b) Conducts feasibility studies on IT best practices including procedures, standards, methodologies and architecture and presents suitable options; (c) Provides expert advice on technical changes to ICT architectural frameworks, standards, plans and designs; (d) Gives substantive input on the introduction of new technologies; (e) Proactively identifies and mitigates risks associated with solution architecture; and (f) Participates in IT governance committees, as required. 5. Performs any other duties assigned by the supervisor, the Head of the Division or the Executive Secretary.

Advanced university degree (Master’s degree or equivalent) in Information Technology, Computer Science, Information Systems, or related field is required. A first level university degree combined with an additional two (2) years of professional experience in the field may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of five (5) years of progressively responsible experience in computer systems and software architecture, including knowledge of both Unix and Windows platforms is required. Experience in MEAN Stack (MongoDB, ExpressJS, AngularJS and NodeJS) and Microsoft Stack (ASP.NET and MS SQL), capability of coding in Javascript, C# and VB.NET as well as experience with service-orientated architectures (SOA), distributed/cloud computing platforms (Amazon), container platforms (Docker), microservices and asynchronous programming are highly desirable. Knowledge of enterprise architecture methodologies, database architecture design tools, network communications protocols and interoperability standards, Content Management Systems such as Drupal, and web-based collaborative platforms such as Github, SharePoint and others would be an advantage. Recent and practical experience developing solution architectures in large/multiple projects and experience in project management would be an asset.
