Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Health & Life Insurance Section of the Financial Risk Management Service of the Finance Division, within the Office of Programme Planning, Finance and Budget. The incumbent will report to the Chief of Section.

工作內容

Under the general supervision of the Chief of Section, the incumbent performs the following duties:

1.Takes the lead in strategy, planning, development and implementation of HLIS’ communication plan which will include but not limited to complex material for health insurance newsletters, the Annual Insurance Campaign, administrative instructions and information circulars; also responsible for developing the strategy for large, complex communication campaigns (e.g. Medicare communication initiatives, Medical Insurance Plan educational outreach, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide. Facilitates the education of health insurance plans participants with the aim of reducing fraud and containing costs. This includes the following:
(a)Provides advice and expertise to managers, senior officers and the Health & Life Insurance Committee (HLIC) on a range of health & life insurance-related issues; anticipates and resolves communications/public relations issues/problems.
(b)Prepares or oversees preparation of a diverse range of information communication products in support of major campaign initiatives including but not limited to insurance presentations and communication pieces, webinars, and video teleconferences with other duty stations as it relates to missions and offices from Headquarters.
(c)Drafts complex material for health insurance newsletters, iSeek center page stories, the HLIS website and edits drafts prepared by junior Benefits officers.
(d)Manages health and life insurance-related publications programme; produces materials for print/electronic/voice/visual media.
(e)Guides Third Party Administrators (TPA) of the various insurance plans to develop adequate communication pieces for the programme participants and HR partners.
(f)Establishes and Coordinates training programmes as well as organizes seminars, webinars, etc. on major health and life insurance issues and on fraud.
(g)Monitors and evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN health and life insurance programme.
2.Creates strategic partnerships to strengthen the HLIS communication strategy. This includes the following:
(a)Identifies sources and seeks funding and other assistance for major campaigns.
(b)Develops strategic partnerships with various stakeholders to elicit support for and maximize impact of communication objectives; serves as the principal communication liaison to Medical Services, UNJSPF, UN system organizations, and retiree associations.
(c)Builds information networks in view of keeping abreast of industry trends and standards and in line with the harmonization goals in the UN system; plans and oversees maintenance of publicly accessible information materials on the Health & Life Insurance Section’s website.
3.Assists in the day-to-day operation of the section to include participating in the coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries related to the overall communication strategy of the section.
4.Performs ad-hoc assignments as required by the Section Chief and/or the Chief of Service.

專業(yè)要求

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, finance, accounting or related field is required. A first-level university degree in combination with additional qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of seven years of progressively responsible experience in employee benefits administration or related field is required. In addition, four out of the required years of experience must include hands-on experience in the management of health insurance-related communication material for global active and retired audiences. Experience with the management of Third Party Administrators of self-insured health and life insurance programmes is required. Experience servicing a large number of clients, and leading a team is required. Experience with website administration using Drupal platforms is desirable. Experience with the field operations of an international organization and with the administration of health insurance for field-based staff is desirable. Experience in the United States health insurance environment is desirable. Experience working with an international organization’s policies and procedures as they relate to Staff Rules and Regulations including entitlements such as health and life insurance and Financial Regulations, Rules, and procedures is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
