Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery.

The Operational Support and Advisory Service (OSAS) serves as an enabling partner to support clients in fulfilling their mandates. The key services include: guidance to entities on the proper exercise of delegated authorities; advice on the application of human resources policies and procedures; advice to managers related to formal and informal conflict resolution; input/feedback to the development and/or improvement of simplified policies and procedures; support to clients in developing, formulating and implementing customized entity specific HR strategies and plans; and support to clients and shared services in the achievement of their human resources management targets and objectives.

This position is located in the Office of the Chief of the Operational Support and Advisory Service (OSAS), Human Resources Services Division (HRSD), Office of Support Operations (OSO), Department of Operational Support (DOS), and the incumbent reports to the Chief of the Service.

Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:

General
? Provides advice and support to managers and staff on human resources related matters.
? Keeps abreast of developments in various areas of human resources.

Recruitment and placement
? Coordinates with the Operational Support and Advisory Service in identifying upcoming vacancies.
? Prepares vacancy announcements, reviews applications, and provides a short-list to the Service’s hiring managers.
? Reviews recommendation on the selection of candidate by hiring managers for the Service.
? Prepares and presents cases to appointment and promotion bodies.
? Provides support with regard to all human resources administrative actions, including maintenance of staffing tables, recruitment, and placement for the Service, ensuring consistency in the application of UN rules and procedures.
? Researches and provides accurate information to Human Resources Officers and Senior Managers on human resources staffing issues in the Service.
? Drafts correspondence on the full range of staffing related issues and for supporting Human Resources Officers and Senior Managers as required.
? Supervises the maintenance of the electronic human resources filing system for the Service.

Administration of entitlements
? Provides advice on interpretation and application of policies, regulations and rules.
? Reviews and provides advice on exceptions to policies, regulations and rules.

Staff development and career support training
? Provides induction orientation and briefing to new staff members.

Other duties
? Assists in the preparation of presentations and written outputs on the full range of policy and practical issues related to international and national personnel.
? Assists with the preparation of the Service’s work programme and budget and the monitoring of the Service’s budget performance.
? Performs other functions if and when required.

An advanced university degree (Master's degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

A minimum of two years progressively responsible experience in human resources management, administration or related area is required. Experience in HR functions in peacekeeping or other field missions is desirable.

No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

語言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
