The position is located in the Technology Bank for the Least Developed Countries (TBLDCs) based in Gebze, Turkey. The Programme Management Officer reports to the Managing Director of the Technology Bank. For more information, please see http://unohrlls.org/technologybank/.
The United Nations General Assembly resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016.
The objectives of the Technology Bank are :
(a) To strengthen the science, technology and innovation capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues;
(b) To promote the development and implementation of national and regional science, technology and innovation strategies;
(c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector;
(d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries;
(e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change.
工作內(nèi)容
Within the delegated authority, the Programme Management Officer will be responsible for the following duties:
? Develops, implements and evaluates private sector focused programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
?Researches, analyzes and formulate private sector engagement strategies for the TBLDCs.
?Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
?Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
?Initiates and coordinates outreach and resource mobilization activities with particular focus on private sector sources and other non-state sources.
?Leads and/or participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
?Undertakes programmatic/administrative tasks necessary for the functioning of the Technology Bank, including recruitment and evaluation of candidates.
?Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) including for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions and the General Assembly.
?Performs other duties as required.

Advanced university degree (Master’s degree or equivalent degree) in natural or social sciences, engineering, business administration, public administration, international relations, law, political science, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of seven years of progressively responsible experience in project or programme management or related area is required. Experience in private business environment is required. Experience on Least Developed Countries' socio-economic development issues is required. Experience in resource mobilization is desirable. Experience in administering science technology and innovation programmes or business ventures is desirable.
語(yǔ)言要求
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
