This position is funded from extra-budgetary funds. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.

This position is located in UNODC’s Country Office in Colombia (COCOL), in Bogota. The incumbent will work under the direct supervision of the Chief, External Party Engagement Unit (EPEU), Division for Management (DM), United Nations Office at Vienna (UNOV) and the additional supervision of the Representative, COCOL. The focus of this job is the implementation and monitoring of operations and other activities in the selection and management of Implementing Partners and Grants.

Within delegated authority, the incumbent will manage the engagement of external partners under the extra budgetary funded UNODC programme with the UNODC operations in Colombia. She/he will also provide support on the engagement of external parties.
The Programme Management Officer will be responsible for the following specific duties:
?Ensure the correct implementation and application of the Framework on Engagement of External Parties (FEEP) with regard to external engagements for UNODC Colombia and provide guidance, technical advice and training to programme managers on the correct modalities to engage external parties when implementing programmes and projects;
?Support the programme managers in conducting technical capacity assessment of potential implementing partners, conduct the administrative and managerial capacity assessments of the potential implementing partners, and present implementing partner capacity assessment reports to the review committee for clearance and recommendation for approval to the Director, DM.;
?Manage the selection process of grantees through posting calls for proposals for grant awards, and coordinate the opening and reviewing of grant proposal documents for technical reviews and capacity assessments;
?Coordinate and liaise with EPEU at UNOV regarding financial, budgetary, legal, procurement related matters and implications;
?Carry out programmatic/administrative tasks necessary for the functioning of the Team, including contribution to the preparation of the units annual work plans;
?With the support of the Representative, support the transition and implementation of Umoja Extension 2 in order to minimize negative impacts on operations;
?Perform other work related duties as may be required.

專業(yè)要求
An advanced university degree (Master’s degree or equivalent) in business administration, law, public administration, economics, management or a related field, is required. A first-level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗
A minimum of five years of progressively responsible professional experience in programme management including budget administration, coordination and administration is required. Experience in applying UN Financial Regulations and Rules is highly desirable. Working experience in planning and management of grants programmes, in procurement including management of procurement actions and cooperation with implementing partners is highly desirable. Experience in contract management is highly desirable.
語言要求
English and French are the working languages of the United Nations. For the position advertised, fluency in English and Spanish is required. Knowledge of another United Nation official language is an advantage.
