The appointment is subject to the availability of the post or funds, budgetary approval or extension of the mandate.

This position is located within the Financial Resources Management Service (FRMS) at the United Nations Office at Geneva. The work is part of a dedicated team to provide accounting, payments and treasury services. It is under general supervision of the Chief of Treasury.

工作內(nèi)容

Within delegated authority, the incumbent will be responsible for the following duties:
Back office operations for payment services
a)Supervises back office staff in daily operations
b)Maintains banking information for UN staff members, vendors and third parties into SAP, bank payment systems databases, its update and maintenance of entered information;
c)Reviews and clears payroll payments instructions for disbursement instructions to the banks
d)Analyses, reconciliates and follows up on bank charges for payments billed and reported by banks to achieve the highest Straight Through Processing rate possible;
e)Backs up bank payment databases, core elements of payment systems, coding of programs and program batches to safeguard transaction data for easy retrieval, reference and system recovery in case of system failure of collapse;
f)Proposes disaster recovery scheme, testing key elements for lead times to recover operations, identifying bottlenecks, and coding programs for its automation;
g)Maintains a verification system of bank charges fees.

Assistance to Chief of Treasury in special assignments
a)Develops proposals on office automation in the area of back office operations (FNLI tables and automatic data uploads, upgrades, bank clearing systems automatic incorporation into routing instructions);
b)Develops proposals for enhancements of the Treasury management systems in light of new ERP and new accounting standards IPSAS;
c)Troubleshootes banking payments systems, analyses adequacy of hardware and software to Treasury functions and the state-of-art of the Treasury industry;
d)Develops proposal on SWIFT system accommodation as concerns inter-activity with Consolidated Treasury System (CTS) and bank payment systems
e)Drafts correspondence and prepare reports as required.
f)Acts as officer in charge of the unit in the absence of the Chief

Disbursement of funds
a)As bank signatory, co-executes all duly approved payments to financial institutions by verifying banking instructions, method of payment, beneficiary details, routing instructions and amounts to be disbursed;
b)Consults with banks, its back office and customer services to verify beneficiaries banking payment transactions before such instructions are entered into SAP or bank payment systems databases as payment templates;
c)Liaises between bank, beneficiary and requester of transaction for complicated and non-routine transactions;
d)Carries out statistical analyses on payment transactions, its volumes and analyses reasons of payment repairs cases by bank payment specialists.

Fund Transfer investigations
a)Liaises between bank and remitter investigating cases of non-payments, payments in error to our bank accounts, recovering funds paid in error to incorrect beneficiaries or payments of incorrect amounts or currency.
b)Organizes (formalizes) follow up procedures

專業(yè)要求

Advanced University degree in business administration, finance, accounting or directly related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Professional certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

工作經(jīng)驗(yàn)

A minimum of 5 years of progressively responsible professional experience in accounting, finance, budget or treasury related field is required, preferably acquired in the UN system or other comparable international organization. Supervisory experience is desirable. SAP experience in Treasury back office operations is an asset

語(yǔ)言要求

English and French are the working languages of the United Nations, for the post advertised, fluency in oral and written English, and good working knowledge of French is required.
