The United Nations Human Settlements Programme (UN-Habitat), is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat ROAS covers all the operational activities and projects in 18 countries across the Arab Region; currently, with 13 active country programmes. The focus of this positions is planning, development, management, promotion and coordination of normative and operational activities related to human settlements programmes in the Arab region.This position is located at the UN-Habitat Regional Office for Arab States (ROAS) in Cairo, Egypt. Under the direct supervision of ROAS Regional Director, the incumbent is responsible for the following functions:
工作內(nèi)容
Assist in the design, advice and implementation of relevant strategies and programmes in collaboration with other units, aligned with UN-Habitat’s mandate, objectives, focus areas and expected results. He/She will work closely with colleagues at the UN-Habitat headquarters, regional and country offices in ensuring the alignment with UN-Habitat’s mandate, objectives, focus areas and expected results, to achieve the required results. The incumbent will: ? Provide technical and management support in human settlements analysis, needs assessments and other activities, participating in advisory missions to carry out high level consultations and other activities aimed at development of human settlements policies, strategies and programmes.
? Ensure an effective and efficient execution of projects and programmes, within the limit of the allocated resources, by providing appropriate technical support to projects through project design, field visits, training and evaluation, coordination and monitoring activities related to one of the following areas: effective advocacy, monitoring and partnership, participatory urban planning, management and governance, land and housing, environmentally sound urban infrastructure and services and strengthened human settlements finance systems.
? Assist in the strengthening of inter-divisional collaboration to achieve better linkages between normative and operational support to better coordinate and support the implementation of the organization’s work programme.
? Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
? Perform consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
? Research, analyse and present information gathered from diverse sources.
? Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
? Generate survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
? Organize and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
? Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
? Initiate and coordinate outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
? Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
? Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
? Supervise knowledge management tasks.
? Perform other related duties as required.

專業(yè)要求
An advanced university degree (Master’s degree or equivalent) in the field of architecture, civil engineering, urban and regional planning, sociology, economics or physical sciences relevant to development and management of human settlements is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of five (5) years of progressively responsible experience in human settlements or development projects and programmes, including two years of experience at the international level. Proven experience in human settlements development fields, projects/ programme design and implementation with the UN or other international agencies is desirable.
語言要求
English and French are the working languages of the United Nations Secretariat. For this position fluency both oral and written English is required. Knowledge of Arabic is desirable. Knowledge of another UN official language is an advantage.
