Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The post is funded for a one year period.

This position is located in the office of the Chief of Staff in the Departments of Peacekeeping Operations (DPKO) and Field Support (DFS). The Office of the Chief of Staff is a shared resource that delivers programme resource and information management support, leads cross management and reform initiatives, provides situational awareness on developments impacting United Nations peacekeeping to support decision making, delivers security and safety advice, and facilitates crisis response for both Departments. The Senior Security Officer reports to the Chief of Staff.

工作內(nèi)容

Within delegated authority, the Senior Security Officer is responsible for the following duties:
?Prepares, reviews, approves or endorses security management documents for DPKO/DFS, including all aspects related to elaboration, development, implementation and updating of the documents.
?Advises and supports the USGs DPKO/DFS with regard to all security-related matters, including on strategic direction, development and management of intra- and inter-departmental security and organizational resilience management policies and procedures.
?Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points.
?Serves as member of Inter-Agency Security Management Networks, and its Steering Group, , contributing to planning, implementation, evaluation of effectiveness of security planning, security operations and implementation of measures aimed at improving staff security and conduct of UN programme activities.
?Contributes to the reporting to intergovernmental bodies on the implementation of security issues in DPKO-led field missions.
?Ensures implementation of safety and security policies of the UNSMS.
?Assists in the response to crisis events and security incidents as part of the department’s crisis management team.
?Develops strategic goals, objectives, plans for the delivery of the substantive activities of the unit or section and implements corresponding outputs
?Guides the definition of policies, methods and standards for the implementation of the substantive activities of the Section.
?Coordinates and participates in DPKO-led security missions to integrate and harmonize emergency management architecture under the Secretariat’s Organizational Resilience Management System.
?Manages and reports in asset managements for the allocated resources of the office, including personnel, budget and assets
?Develops and manages extra-budgetary funded security projects
?Develops, reviews data, provides inputs for Division reporting.
?Identifies and promotes best practices.
?Perform any other duties as may be assigned.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of ten (10) years of progressively responsible experience in security, risk, disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least five (5) years of command and leadership is required. A minimum of two (2) years of experience in UN Security Management System or similar International Organizations within security or related area is required. A minimum of two (2) years international field experience in security operation is required. A minimum of two (2) years international field experience in peacekeeping environment is desirable.

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
