The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Economy to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. UNEP is an Implementing Agency under the Multilateral Fund of the Montreal Protocol, Global Environment Facility and other Trust Funds to assist developing countries and economies in transition to implement the Montreal Protocol on Substance that deplete the Ozone Layer. Under its Ozonaction Compliance Assistance Programme, UNEP provides assistance to developing countries in order that they maintain their compliance with the Montreal Protocol. With the programme's assistance through the Regional Offices, countries are able to make informed decisions about alternative technologies and ozone-friendly policies. This vacancy is located in the Regional Office for
Asia and the Pacific in Bangkok.

工作內(nèi)容

Under the supervision of the Regional Director and the Head of OzonAction, the incumbent will carry out the following duties:

a))General co-ordination and implementation of the OzonAction programme in the Asia and the Pacific
(Compliance Assistance Programme-CAP): 1. Further develop and direct the CAP. 2. Consult regularly with the States in the region, on issues relevant to Montreal Protocol and the OzonAction within the responsibility of UN Environment. 3. Co-ordinate the OzonAction activities with all countries t in the framework of UNEP's mandate. 4. Ensure the necessary co-ordination with other International, regional and national organizations in the region. 5. Prepare and implement the CAP and projects resource mobilization strategy to the Multilateral Fund. 6. Organize and prepare documentation for meetings and conferences and finalize and transmit meeting reports to the Member States, Governing bodies and other relevant national, regional and international institutions. 7. Transmit to the Member States and donors, notifications and other information relevant to the implementation of OzonAction in the Asia Pacific. 8. Liaise with Governments, Industry partners and international organisations to ensure their input into OzonAction activities. 9. Communicate with the Ministers of Environment of the Asia Pacific region on matters arising out of the Meeting of the Parties to the Montreal Protocol, Multilateral Fund and the Executive Committee. 10. Co-ordinate the OzonAction activities undertaken by the Regional Office for Asia and the Pacific. 11. Represent the Asia Pacific OzonAction programme at relevant regional and international meetings. 12. Act as a centre for the collection and dissemination of general information concerning the CAP programme in the region. 13. Ensure dialogue and co-operation among Governments of the region. b) General management of the OzonAction CAP programme in the Asia Pacific: 1. Further develop and direct the work programme. 2. Co-ordinate the preparation of meetings of the representatives of Governments (National Ozone Officers) under the CAP. 3. Initiate, develop and prepare policies, strategies and guidelines to be presented to the member Governments under the CAP. 3. Review CAP human and financial resource requirements for programme implementation and make recommendations to the governing bodies. 4. Supervise utilisation of the Multilateral Trust Fund in close cooperation with the Budget and Funds Management Service of the United Nations Office in Bangkok (UNEP). 6. Implement the budgetary polices of OzonAction programme, determine priorities for budget allocation. 7. Monitor the performance of activities and projects. 8. Assist the Regional Director, the Head of the UNEP OzonAction Programme and other heads of organizational units of UNEP in the formulation of policies and activities. c) Perform any other duty as may be assigned

專業(yè)要求

Advanced university degree in environmental related science, environmental engineering or in a related field, or a first university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

工作經(jīng)驗

A minimum of ten years of progressively responsible professional work experience in project or programme management, administration or related, of which some should be at the international level in formulation and co-ordination of multi-disciplinary national and international projects and multilateral environmental agreements. Familiarity with the UN system would be an advantage. Knowledge of international donor programmes including the Multilateral Fund and experience with international policy setting processes desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of Chinese is required.
