The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. UN Environment is an Implementing Agency under the Multilateral Fund of the Montreal Protocol, Global Environment Facility and other Trust Funds to assist developing countries and economies in transition to implement the Montreal Protocol on Substance that deplete the Ozone Layer. Under its Ozonaction Compliance Assistance Programme, UN Environment provides assistance to developing countries in order that they maintain their compliance with the Montreal Protocol. With the programme's assistance through the Regional Offices, countries are able to make informed decisions about alternative technologies and ozone-friendly policies. This position is located in the Regional Office for Asia and the Pacific in Bangkok, Thailand.

工作內(nèi)容

Under the supervision of the Senior Regional Network Coordinator, the Regional Director and the Head of OzonAction, the incumbent will carry out the following duties:

l. Coordinate the review of existing Montreal Protocol policies and legislation of the countries in the region: evaluate the existing policies, regulations and licensing systems of the region and identify the missing elements and the measures; prepare disseminating technical and informational materials on existing policies done by other countries; provide timely policy advices for
countries following specific actions.

2. Liaise with the countries in the region on enforcement of legislation, and facilitate cooperation to combat illegal trade of Ozone depleting substances (ODSs): initiate the development of systems to assist countries in effective enforcement of present policies and legislation in the countries of the region; identify their specific needs; monitor trends in implementation of Ozone protection policies as inputs to developing further UN Environment assistance for these countries; encourage the exchange of ODSs import/export data at regional and global levels; implement national and regional projects; identify initiatives for cooperation with other multilateral environment agreements (MEAs).

3. Manage the implementation of specific country approved policy and technical assistance projects; provide specific guidance and direction to partner countries; prepare detailed work plans and monitor the implementation of identified activities; oversee the management of the budget of these projects and provide advice; prepare project reports; identify new areas for inputs to the UN Environment Business plan and work plan process.

4. Assist, monitor and report on the implementation of Ozon Action Compliance Assistance Programme (CAP) projects and services in the Asian and Pacific Sub-region ; Provide assistance to the National Ozone Units of the sub-region . Assess the impact of the CAP on the countries and lessons learned.


5. Contribute and assist the organization of network meetings; identify and develop new areas of activities and partners

6. Oversee the management of the budget of these projects and provide advice; prepare progress reports; identify new areas for inputs to the UN Environment Business plan and work plan progress. Perform any other duties assigned.

Professionalism: Knowledge of the work of the Montreal Protocol and the linked Climate Change issues; Good technical knowledge of chemicals and waste related issues; Understanding of policies related to phaseout of Ozone Depleting Substances including HCFCs; Experience with capacity building activities; Experience with interacting or supporting national MEA focal points; Ability to interface with technical consultants; Familiarity with the work of the United Nations and its policies, procedures and operations; Ability to identify issues, analyze and participate in the resolution of issues/problems; Ability to conduct research and analysis; Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities, and remains calm in stressful situations.

專業(yè)要求

Advanced University degree (Masters degree or equivalent) in environmental sciences/management, engineering or related area is required. A first level University degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of seven years of progressively responsible experience in environment programmes with working experience in developing countries is required. International work experience an asset.

語言要求

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is essential; working knowledge of any other official UN language is an asset
