This position is located in Section II of the Human Resources Services of the Learning, Development and Human Resources Services Division (LDSD) in the Office of Human Resources Management (OHRM), Department of Management. The incumbent reports to the Chief of Section, HR Services, LDSD.

工作內(nèi)容

The Human Resources Officer will perform the following duties:

? Monitors and ensures the implementation of human resources policies, practices and procedures for staff in client Departments and Offices covering contract management and administration of entitlements. In this respect, raises and/or approves on a daily basis HR transactions, as applicable, using Organizational HR management tools, such as IMIS.
? Processes job offers for successful candidates; recommends guidelines and implements transactions on promotion and placement of staff.
? Determines level and step upon recruitment of successful candidates
? Supports recruitment of consultants, reviews and recommends their level of remuneration.
? Advises the Senior Human Resources Officer and the Chief of Service on the development, modification and implementation of United Nations policies and practices on entitlements.
? Provides advice to staff and other HR practitioners in client Departments and Offices on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
? Keeps abreast of developments in various areas of human resources. Participates in the development and implementation of new human resources policies, practices and procedures to meet the evolving needs of the Organization.
? Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
? Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
? Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases.
? Oversees the administration of language staff.
? Participates and/or leads special human resources projects or task forces, as assigned, prepares reports and observations, when necessary.
? Supervises and monitors the work of the junior Human Resources Officers and Human Resources Assistants in undertaking the full range of human resource management activities.
? May act as Officer in Charge in the absence of the Chief of Section.

Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

Seven years of progressively responsible experience in human resources management, administrative services or related area is required. Experience in the application and interpretation of Staff Regulations and Staff Rules as it relates to the administration of entitlements for the United Nations or a similar international organization, is desirable. Experience working with Enterprise Resource Planning (ERP) systems such as SAP, Umoja or similar systems, is desirable. Experience working with talent management systems such as Inspira is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of another United Nations official language is desirable.
