The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UN Environment. This post is located in the Convention on Biological Diversity, Implementation Support Division (IMS) at the Montreal duty station. Under the supervision of the Head of the Implementation Support Division and in close collaboration with relevant program officers in the Secretariat, the incumbent

工作內(nèi)容

1.Lead, coordinate, plan and provide expert advice on the use of Information and Communication Technologies to enhance the efficiency and streamlining of all the operations and program of work at the Secretariat. 2. Provides ICT support in implementing the Clearing-House Mechanism (CHM) of the Convention, including the CBD website, the Biosafety Clearing-House Mechanism (BCH) and the Access and Benefit Sharing Clearing- House Mechanism (ABS-CH) as part of the integral components of the central CHM to allow Parties to fulfill their regulatory obligations under the Protocols of the Convention. 3. Coordinate, organize and supervise the work of the Information Technology unit in a timely manner in the delivering of valuable products aligned to the Organization's strategy. 4. Collaborate with relevant external organizations and partners to facilitate the open sharing of information, data and IT services. 5. Perform any other duties as may be assigned.

Provides ICT support in implementing the Clearing- House Mechanism (CHM) of the Convention, CH of the Nagoya Protocol and BCH of the Cartagena Protocol. . Engages partners and other stakeholders to ensure coherence and effectiveness in the development and use of ICT and data exchange. 專業(yè)要求

Advanced university degree (Master's degree or equivalent) in Computer Science, Information Systems, Engineering or related field is required. Having a management degree will be an added advantage. A first level university degree combined with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of seven (7) years of progressively responsible experience in planning, design, development, implementation and maintenance of telecommunications and computer information systems or related area, of which three (3) years should have been in the public/private sector, functioning at the management level, with sound knowledge of international ICT practices and regulations, is required. Experience within the United Nations or international organisation in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
