This Job Opening refers to a specialised interregional adviser position. The initial appointment is for one year. Annual renewal of appointment is subject to endorsement by an internal Departmental Panel on the continued need for the technical speciality depending on updates to DESA’s priorities in the area of capacity development, and availability of funds. The functional requirements will be reassessed after five years. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This vacancy is subject to availability of post and funds. Staff members of the United Nations Secretariat must fulfill the lateral move requirements to be eligible to apply for this vacancy. This position is located in the Division for Public Administration and Development Management (DPADM), of the United Nations Department of Economic and Social Affairs (UNDESA). DPADM focuses on supporting countries in improving effective, accountable, inclusive and transparent institutions and public administration at all levels for realizing internationally agreed development goals, including the Sustainable Development Goals (SDGs).
工作內(nèi)容
The incumbent will be responsible for supporting the Division in diverse aspects related to policy issues and capacity development related to the role of public administration and institutions, in supporting the implementation of the 2030 Agenda for Sustainable Development. Within delegated authority, the duties of the incumbent include the following;
(i)Providing policy advice to governments and carry out technical cooperation missions to their countries, upon their request, on various aspects of public administration, institutional reform, and modernisation, including in LDCs, SIDS, and other countries in special situations, with a special focus on realizing the SDGs. The focus areas will include advice and support in: (a) redesigning public institutions and advising on institutional changes needed for integrated implementation of the SDGs at national and subnational levels; (b) designing national strategies for public administration and civil service modernization and reform; (c) advising on public administration’s engagement in partnerships and cooperation with the private sector and civil society organizations; (d) capacity building in the public sector and public sector innovations for realizing the SDGs; (e) strengthening institutions responsible for public administration and management training institutes of public administration, management development institutes etc.;
(ii)Monitor, study and analyse the trends and best practices in public sector performance, institutional building, effective development management, integrated, inclusive and accountable policy making and partnerships;
(iii)Prepare policy advisory notes to inform governments as well as feed into inter-governmental processes;
(iv)Assist in the preparation and facilitation of high level events aimed at situation analysis and capacity building, and other training activities in the field of governance and public administration institutional development, especially in countries in special situations;
(v)Conduct needs assessment in governance and public institutions and public administration institutional development; design responses, help to elaborate projects and mobilise funds from various donors to support the implementation of the projects;
(vi)Manage capacity development activity assigned to him/her;
(vii)Undertake, as requested, official missions in relation to activities assigned, prepare final reports, setting out the findings of his/her mission and his/her recommendations to the Government through the Department including further actions which might be taken; and
(viii)Undertake other duties as assigned by the Director of the Division and Chief of Branch.

Advanced university degree (Master’s degree or equivalent) in public administration, public affairs, sustainable development studies, international relations, political science or related field.
工作經(jīng)驗(yàn)
Ten years of experience in advising and supporting governments, public institutions or public administration in improving the way they deliver on their functions related to sustainable development is required. At least five years of such experience in developing countries is required. Experience in supporting the elaboration of policies, strategies and programmes. Provision of support to public administration including on public service reform as well as support to decentralization processes and to government and public sector institutional change is desirable. Having worked with high level government officials supporting high level policy formulation is also desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in any other UN official language is required.
