This position is located in the Office of the Police Adviser of the Police Division of the Office of Rule of Law and Security Institutions in the Department of Peacekeeping Operations. The UN Police Planning Officer (Programme Officer) will report to the Police Adviser.
The incumbent of the post will accelerate planning for MINUSCA Police Component and ensure close coordination with other components of the Office of Rule of Law and Security Institutions, the Office of Military Affairs, other United Nations Agencies, Funds and Programmes (including the United Nations Development Programme and other United Nations entities of the Global Focal Point for Police, Justice and Corrections arrangement), the African and European Union, ECCAS and other REC/REMs as required, bilateral actors and the Member States.

Within delegated authority, the incumbent will be responsible for:
? Support the MINUSCA police component in: (i) advising CAR authorities in the (re)establishment of its policing programmes; (ii) assisting in development plan related to deployment and rotation of the policing elements of the MINUSCA; (iii) planning for the implementation of local projects and programmes for support to CAR police and gendarmerie, including on NY-based discussions on Global Focal Point issues and donor coordination related to infrastructure and logistics support to CAR police and gendarmerie; (iv) advising CAR authorities on the stabilization of the security situation by advising on police issues; (v) advising on development and implementation of a police and gendarmerie reform; (vi) coordinating at UNHQ with appropriate United Nations entities and other international actors on technical and thematic matters; (vii) advising on MINUSCA police plans related to the mandate implementation, including the operationalization of policing elements related to the Urgent Temporary Measures; (viii) supporting CAR police and other law enforcement agencies in countering illicit proliferation of all arms and related materials; and (ix) undertaking strategic level analysis in the development of strategies to counter organized crime.
? Performs consulting assignments, in collaboration with Member States, by planning facilitating workshops, including the United Nations Police contribution to the 2017 African and European Chiefs of Police Summits, through other interactive sessions and assisting in developing the action plan to raise awareness for support of peace operations.
? Organizes, researches and prepares diverse written outputs, e.g. draft background papers and remarks, analysis, sections of reports and studies, inputs to publications related to strategic planning, generation, deployment, rotation and operational support requirements for the Central African Republic and other contexts.
? Coordinate the Police Division’s assistance across its three NY-based sections, police and OROLSI liaison officers in the IOTs, and SPC colleagues both in Brindisi and CAR. By serving this function, the incumbent will reduce duplicative requests to the Mission and ensure all police-related guidance and support is coherent across the Division, as well as OROLSI as a whole.
? Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, including a research study on the evaluation of UN policing.
? Coordinates activities related to budget funding, including the preparation, submission and drafting of reports for MINUSCA Police programmes and prepares related documents /reports of the Police Division work programme and budget.
? Researches, analyzes and presents information gathered from diverse sources, including police requirements and Member States capacities for the Central African Republic and other contexts, for capability requirements papers for United Nations Peacekeeping, the annual briefings to the Security Council and Special Committee on Peacekeeping Operations
? Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
? Provides substantive backstopping to consultative and other meetings on the Central African Republic, conferences and UN legislative bodies to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
? Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
? Performs other duties as required.

Advanced university degree (Master’s degree or equivalent degree) in police science, law, business administration, management, international relations, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Graduation from a certified Police Academy or other national or international law enforcement training institution is desirable.

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in monitoring and evaluating programmes related to police operations is desirable. Experience with police policy development for UN peacekeeping missions or comparable setting is desirable.
語言要求
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable.
