This is a project post. The initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

This position is located in the Crime Research Section (CRS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief, CRS, and the additional supervision of the Legal Officer, (Head of the Global Firearms Programme - GFP) in the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA). The incumbent will also work in close collaboration with other analysts/officers of both GFP/OCB and RAB in Vienna and in the field.

工作內容

The Research Officer (Firearms) will be responsible for the implementation of UNODC’s mandate in the area of research and analysis on firearms, in particular, the activities established under GFP’s project on “Supporting Global Data Collection and Analysis on Firearms Trafficking and Fostering Cooperation and information Sharing, in particular Among Countries along Major Trafficking Routes to/from Europe”.


The incumbent will, in particular, perform the following specific tasks:

?Lead, coordinate and monitor - in close cooperation with the GFP and RAB teams - the implementation of the research programme on firearms, including thematic and regional components and contribute to the overall implementation of the GFP project activities related to the collection and analysis of firearms data.

?Monitor illicit arms flows, conduct periodic research and analysis on trends, routes and patterns used in illicit arms trafficking, and support related information exchange and cooperation among Member States.

?Produce studies on firearms trafficking, based on the findings of the regular firearms data collection, scientific literature and other high quality sources, including national, regional and global data, where appropriate.

?Develop, undertake or commission, coordinate, support or guide research projects and studies and related reports and outputs on specific topics.

?Liaise and coordinate with other relevant research programmes on firearms trafficking and develop and maintain partnerships with governmental, international and other institutions, including with other UN programmes and departments.

?Formulate or contribute to the formulation of data collection programmes, the development of indicators, methodology, and analytical tools to support the research work.

?Organize and prepare a variety of written outputs, including background and working papers, analytical and technical reports and studies, briefings and presentations, as well as research-based reports to governing and technical bodies, including the Conference of the Parties to the United Nations Convention against Transnational Organized Crime (COP) and its Working Group on Firearms; contribute to the preparation of thematic research studies and reports on illicit trafficking in firearms by drafting parts of the studies and/or by reviewing drafts of others based on their relevance and quality.

?Support national, regional and global analytical efforts on illicit trafficking in firearms and related areas, with a view to strengthening national capacities, producing periodic reports on illicit firearms trafficking, monitoring the achievement of the of target 16.4 of the 2030 Development Agenda and fostering information exchange and international cooperation.

?Participate in regional and national workshops, training seminars, and other technical assistance activities aimed at raising awareness, knowledge and skills of national focal points and practitioners to collect data, share findings and promote information exchange and cooperation based on these data;

?Develop and contribute to the development of methodologies to collect data and produce estimates related to illicit trafficking in firearms.

?Coordinate and guide the work of staff and consultants as needed.

?Provide substantive inputs to technical assistance activities linked to the firearms research work, and participate, where appropriate, in relevant field missions, training, workshops and seminars, as needed.

?Perform other work related duties as required.

Has knowledge of the mandates of the United Nations Office on Drugs and Crime as well as the United Nations Convention against Transnational Organized Crime and its supplementary Protocol against Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Is able to use sound judgment, to identify issues and participate in the resolutions of issues/problems. Advanced university degree (Master’s degree or equivalent) in sociology, statistics, economics, other social sciences or related humanities field is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of seven years of progressively responsible professional experience in quantitative and qualitative research, in standard social science research protocols, methods and tools, at the national or international level is required. Relevant experience in areas related to the research, collection and analysis of data on firearms and illicit firearms trafficking related areas is required. Experience in the use of database management tools and data analysis software is required. Practical research experience in the field of arms control, organized crime, or counter-terrorism, with a focus on data analysis, and security/strategic policy development is highly desirable. Experience in international comparative research, including at the field level is an advantage.

English and French are the working languages of the United Nations Secretariat. For the position advertised, knowledge of English with excellent drafting skills is required. Knowledge of French and/or Spanish is highly desirable. Knowledge of another United Nations official language is an advantage.
