The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive and sustainable economic, social and environmental development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support member States, through its analytical, normative and technical cooperation work, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Macroeconomic Policy and Financing for Development Division provides a combination of normative-analytical research and capacity-development activities to ESCAP's member countries taking into account the significant variation in their geographic, demographic, and socio-economic conditions. The Macroeconomic Policy and Analysis Section undertakes analytical studies and policy-oriented research on medium to long-term economic development issues.

This position is located in the Macroeconomic Policy and Analysis Section of the Macroeconomic Policy and Financing for Development Division (MPFD). The Economic Affairs Officer is under the direct supervision of the Chief, Macroeconomic Policy and Analysis Section and the overall supervision of the Director of MPFD.

工作內(nèi)容

Within delegated authority, the duties of the Economic Affairs Officer are responsible for the following.

Economic or sector analysis
? Conducts and develops socio-economic analysis and databases and qualitative information necessary for the preparation of the flagship publication, the Economic and Social Survey of Asia and the Pacific.
? Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions, especially for analysing development issues pertaining to the Economic and Social Survey of Asia and the Pacific.
? Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development.
? Identifies and analyses policy proposals for the Economic and Social Survey of Asia and the Pacific.
?Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
? Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
? Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support
? Prepares inputs for reports to intergovernmental bodies, including the ESCAP Commission and the Committee on Macroeconomic Policy, Poverty Reduction and Financing for Development.
? Follows intergovernmental meetings and prepares summary reports.
? Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
? Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes.

Technical cooperation
? Participates in missions on development issues, usually as a member of a team.
? Organizes training seminars for national experts.
? Prepares documentation for technical cooperation programmes and projects.
? Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
? Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General
? Undertakes on-the-job and other training activities, both internally and externally.
? Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. PhD in economics is desirable.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area. Experience in statistical data analysis and data management is desirable. Experience in the above areas in developing countries, especially in the Asia-Pacific region is desirable.

語(yǔ)言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
