Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is funded by the Support Account for peacekeeping Operations for a finite period of one year and may be extended subject to budgetary approval.

The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.

The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.

This position is located in the Supply Chain Planning Section of the Supply Chain Planning and Enabling Service in the Logistics Support Division (LSD) of the Department of Field Support (DFS). The Movement Control Officer reports to the Head of Delivery Planning Unit, Movement Control Officer.

The objective of the Delivery Planning Unit is to provide effective plans for timely delivery and movement of goods and personnel to facilitate the efficient movement and delivery execution.

Within delegated authority, the Movement Control Officer will be responsible for the following duties:


?Prepares a cost effective and efficient delivery/movement plan based on consolidated requirements of the field missions to ensure timely arrival of personnel and equipment to their destination, and prepares cost estimates for budget and planning purposes.
?Monitors existing transportation contracts and Letters of Assist, as well as develops the most cost efficient and operationally effective plan for each transport requirement including factoring in operational risk management and mitigation parameters.
?Prepares delivery plan for the transport operations, ensuring that requirements and specifications are accurate and complete.
?Liaises with Air Transport and Movement Control Sections to allow timely requisitioning process, and ensure that the transport requirements are being fulfilled through Letters of Assist or contracts with commercial providers in a timely manner.
?Coordinates with Demand Planning and Source Planning Units to anticipate changes in requirements and ensure timely delivery of goods and personnel.
?Participates in technical assistance visits to field missions as required; advises on all matters pertaining to the planning, budgeting and monitoring (including safety) of the provision of transportation resources to field missions.
?Develops, implements and manages the sea, air or surface transportation plan for military and civilian police personnel, including formed military units, equipment of countries contributing contingents or resources and United Nations owned equipment to and from the United Nations peacekeeping missions, including dangerous goods.
? Within operating parameters identifies, establishes and resolves the most cost efficient and operationally efficient plan for each transport requirement within geopolitical and operational risk management and mitigation parameters, and develops the plan accordingly.
? Monitors, analyses and evaluates transportation plans and presents strategic movement options to ensure safe and efficient delivery of equipment and personnel and notes deficiencies to be corrected.
?Performs other duties as assigned.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain, transportation or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in supply chain management or freight forwarding is desirable.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in transport operations, supply chain, project management, logistics, or related field is required. Experience in at least two modes of transport (air, sea, road, and rail) including planning and executing international, large scale and complex personnel and cargo movement operations is required. Experience in military transportation and movements is desirable. Experience in a UN peacekeeping mission or comparable setting is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
