The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Projects Sub-Unit of the Facilities Management Unit, Commercial and General Support Services Section, Division of Administration. The incumbent reports to the Chief of the Facilities and Management Unit.

工作內(nèi)容

Under the guidance of the Chief, Facilities Management, the incumbent will be responsible for the implementation of all construction, expansion, alteration, improvement and major maintenance works including coordination with other projects ensuring implementation timely, efficiently and within budget. The responsibilities of the incumbent include, but may not be limited to:

?Applies commonly used engineering calculations, practices and precedents to the design, construction, or renovation of buildings, roadways, pedestrian bridges, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, and other related structures and activities in the field.
?Plans construction and renovation projects, including conceptual design, identification of design parameters, analysis of functional/special needs and recommendations on alternative solutions; provides overall direction to project operations and documentation, including work scheduling of in-house and/or subcontracted personnel, scopes of work, drawings, and technical documents for competitive tender; manages the evaluation of technical proposals.
?Conducts site investigations to obtain field data, such as soil characteristics, drainage and other data required for specification development.
?Prepares design layout for smaller or less complex portions of buildings and facilities; monitors office space allocation, use and projections; plans and executes re-partitioning or construction works with stakeholders on office retrofits.
?Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
?Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement; manages all relevant aspects of the financial management of the construction projects, administers and follows-up all regular payments and performance and reports to the Chief, Facilities Management.
?Liaises with other engineers and specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data; coordinates the provision of services to building tenants as per formal agreements between UNESCAP and the tenants.
?Conducts investigations to develop improved designs and construction techniques; participates in project development; provides guidance for user input, design criteria, and constructability; and plans and schedules all construction work, including coordination of utility disruption, office/work disruption to building occupants, implementation of safety and security measures, control of construction noise, and cleanliness of the job sites and related building spaces. Additionally, develops and implements a master schedule for major physical plant maintenance and renovation projects, analyzes existing facilities and projects future needs for various properties and the building systems as well as provides constructive revisions, updates, and reports as necessary.
?Produces cost data and estimates on engineering-related requirements of current and planned works; drafts status reports, briefing papers, updates and ad-hoc report on status of the various stages of planning design, construction, environment, safety-related projects and common-service aspects of the Secretariat facilities.
?Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources; schedules and participates in all project construction meetings; assists in the implementation of work plan of the Unit and in managing the resources; participates in the preparation of biennial budget and spending plan of the Unit.
?Conducts research on development of new technical systems, and follow development to identify improved methods and equipment; and performs other related duties as assigned or requested.

Advanced university degree (Master’s degree or equivalent) in electro-mechanical engineering, architecture or other related fields is required. A first-level university degree in the related fields in combination with an additional two years of experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in building construction or major maintenance retrofit projects is required. Experience in office space design, contract and project management is required. In-depth knowledge of building services and systems, evaluation of engineering compliance, standards, building codes and safety regulations is highly desirable. Knowledge of sustainability, energy efficiency, green buildings, building automation systems and controls, and security and access control system is desirable. Proficient use of Microsoft Project and AutoCAD is an asset.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
