This position is located within the Security Sector Reform (SSR) Unit in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations (DPKO), United Nations Headquarters in New York. New York is classified as a hardship “H” duty station and a family duty station. The incumbent reports to the Chief of the SSR Unit.

The Departments of Peacekeeping Operations and Field Support (DPKO and DFS) plan, deploy, direct and manage peacekeeping and other operations under their responsibility to ensure the highest standards in the implementation of Security Council resolutions and other mandates. DPKO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. DPKO works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPKO also provides guidance and support on military, police, mine action and other issues relevant to UN political and peacebuilding missions.

Within delegated authority, the incumbent will be responsible for the following duties:

? Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
? Coordinates responses to queries and requests for SSR support from United Nations (UN) Peacekeeping Operations and Special Political Missions, as well as other departments, agencies and field offices.
? Assists in the roll-out of SSR sensitization and training modules for UN peacekeeping personnel.
? Assists in the development of job profiles for SSR Officers and assessment of applications for technical clearance.
? Supports efforts to rapidly deploy expertise from international SSR capacities.
? Researches, analyzes and presents information gathered from diverse sources.
? Coordinates policy development, in the area of SSR and, in particular, at the sector-wide level, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
? Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
? Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
? Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
? Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
? Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
? Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
? Performs other duties as required.

Knowledge of concepts, tools and good practice in the area of public financial management of the security sector . Understanding of funding mechanism, instruments and rules governing international support to national and regional SSR processes. Knowledge of the policy frameworks and rules governing SSR assistance from the perspective of major multilateral and bilateral partners. Advanced university degree (Master’s degree or equivalent degree) in security sector management, international relations, business administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

Required experience:
- A minimum of seven years of progressively responsible experience in the area of security sector reform (SSR) at the sector-wide level or related area.
- Experience developing and implementing SSR programmes in cooperation with multilateral partners from intergovernmental organizations or similar, such as the World Bank, African Union or European Union.
- Experience in planning security transitions in a conflict or post-conflict setting.
- Experience in assessing financial aspects of national SSR processes and developing targeted programmes that address sustainability of SSR processes.

Desired experience:
- Experience in developing SSR support programmes for the public expenditure management of the security sector.
- Experience working on security sector-wide reform and governance programmes in a field operation in an international organization, non-governmental organization, or within the United Nations common system (inclusive of peacekeeping, political missions and UN agencies, funds, and programs).
