This position is located in the Development and Economic and Social Issues Branch, Research and Right to Development Division in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Geneva is classified as a "H" hardship duty station and a family duty station. The incumbent reports to the Chief of Branch.
工作內(nèi)容
Within delegated authority, the Senior Human Rights Officer will be responsible for the following duties:
? Manage the development of program and activities to increase attention to economic, social and cultural rights throughout the human rights programme, and particularly to expand capacity and expertise to provide assistance to Member States to improve the implementation of their obligations with regard to economic, social and cultural rights. Guide the Office’s work on specific groups (rights of persons with disabilities, migrants, children and on business and human rights.
? Design and manage a programme of research and analysis, in collaboration with relevant human rights mechanisms, on the legal protection of economic, social and cultural rights, and for the development of approaches to facilitate the provision of technical cooperation in this area.
? Plan and oversee the management of activities undertaken by the Section, determining priorities and allocating resources for the completion of outputs and their timely delivery; and carry out programmatic and administrative tasks necessary for the functioning of the Section, including assigning and monitoring of performance parameters and critical indicators, e- performance, planning and reporting on budget and programme performance, and the preparation of inputs for and reporting under results-based budgeting and the High Commissioner's biennial management plan.
? Develop and maintain relations with relevant senior officials from Governments, UN departments and agencies and other international organizations to ensure the consistent consideration of economic, social and cultural rights in the development of specific initiatives in the economic and social fields and encourage the development of systematic collaboration between the Office and selected partners, particularly in the UN system.
? Formulates human rights strategies, including from a gender equality perspective; develops a vision or direction for the work of the human rights and creates the conditions for implementing that vision or direction.
? Proposes policy directives and plan of action to appropriate United Nations bodies for immediate and long- range solutions to human rights problems in general and specific geographical areas.
? Designs, develops and implements significant policy and program changes to address regional or global human rights issues, including their gender dimensions.
? Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent degree) in law, human rights, political science or international relations, or other related disciplines. A first-level university degree in combination with two additional years of relevant qualifying may be accepted in lieu of the advanced university degree.

REQUIRED EXPERIENCE:
- A minimum of ten years of progressively responsible experience at national and international levels in the human rights field.
- A minimum of two years of experience in managing a team.
- Experience in programme management and implementation of strategies and related programmes.
- Experience working on economic, social and cultural rights and/or business and human rights.
DESIRED EXPERIENCE:
- Human rights related field experience.
- Experience working on the rights of persons with disabilities, migrants, children or on business and human rights.
語(yǔ)言要求
English and French are the working languages of the United Nations. For this post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
