This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Beirut. Beirut is classified as a "B" hardship duty station and a family duty station. The incumbent will represent the Office of the High Commissioner for Human Rights and report to the Chief of the Asia Pacific, Middle East and North Africa Branch, Field Operations and Technical Cooperation Division (FOTCD), in regular consultation with the Chief of the Middle East and North Africa Section.
The Office of the United Nations High Commissioner for Human Rights represents the world's commitment to universal ideals of human dignity embodied in international human rights law. OHCHR has a unique mandate from the international community to promote and protect all human rights.
工作內(nèi)容
Within delegated authority, the incumbent will be responsible for the following duties:
? Follow human rights developments in the region, with a view to providing the High Commissioner with advice on human rights situations in countries of the MENA region, and alert the High Commissioner to any early-warning signs of serious human rights crises in the region in order for him/her to take appropriate action within his mandate;
? Provide advice to the ESCWA on human rights issues that are relevant to its mandate.
? In line with human rights mainstreaming mechanisms established under the UNDG, develop strategic relationships with the UN Country Teams of the region, advising and lending support as required, especially within the framework of the human rights based approach and human rights based planning and programming, coordination mechanisms and inter-agency cooperation.
? As a member of the UN Country Team in Beirut, develop, widen and enhance OHCHR's network of partners and contacts in the region to provide human rights advice and support the Resident Coordinator and UN partner agencies, as required;
? Promote the ratification and implementation of international human rights mechanisms and support activities of these, including the Universal Periodic Review (UPR) processes.
? Advise on strategic interventions, including country visits, by special procedures mandate holders in the region, as appropriate.
? Design, develop and implement significant policies and programs to address regional human rights issues and to assist governments in identifying and specifying their needs for advisory services and technical cooperation, including through the preparation and conduct of assessment missions.
? Formulate the programme of work, budget and medium-term plan, and supervise the timely delivery of outputs specified in the workplans of country desk officers and teams, and administrative matters, including the best use of human and financial resources in accordance with priorities and work-load.
? Represent OHCHR on human rights matters in meetings at national, regional and international levels.
? Engage with regional intergovernmental organizations, civil society, national human rights institutions and media.
? Manage the Regional Office of the OHCHR in Beirut, including supervision, development and training of international and national staff; set performance objectives and undertakes regular review of performance.
? Prepare policy documents, analytical notes and human rights reports on key sectors or key regional developments for intergovernmental bodies; ensures proper planning for the preparation of the Annual Appeal and reports to donors.
? Perform other related duties as required.

Advanced university degree (Master’s degree or equivalent degree) in law, human rights, political science or international relations, or other related disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

REQUIRED EXPERIENCE:
- A minimum of ten years of progressively responsible experience at national and international levels in the human rights field.
- Experience working on the Middle East region as it relates to political, development and humanitarian functions.
- Experience in mainstreaming human rights, development and/or humanitarian programs in the field.
- Experience in developing, implementing and coordinating complex strategies related to human rights.
DESIRED EXPERIENCE:
- Experience in managing financial and human resources.
- Human rights related experience in a conflict or post-conflict setting.
- Experience in the areas of planning, monitoring and evaluation, facilitation, mediation, or coordination.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Arabic is required. Knowledge of another UN official language is desirable.
