This position is located within the Security and Safety Section (SSS) of the United Nations Department of Safety and Security (UNDSS), which services the Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The Chief of SSS reports directly to the Executive Secretary(ES) on all matters related to day-to-day security and safety operations at ESCAP Headquarters and is under the overall technical supervision of the Director, Division of Headquarters Security and Safety Services (DHSSS), UNDSS. The incumbent also serves as the Security Adviser for Thailand and in this capacity s/he reports to the Designated Official (DO) and is under the technical supervision of the Director of Regional Operations, UNDSS.

Within delegated authority, the incumbent will be responsible for the following:
?Performs as Chief of the Security and Safety Section of ESCAP and its senior supervisor.
?Maintains regular and effective communications with the Executive Secretary/Designated Official, the Security Management Team in Thailand and the established counterparts in DSS HQ.
?Directs security operations of all DSS security personnel at the duty station; manages personnel, administration and budget provided by DSS in support of the ES/DO, as well as the local budget associated with the security plan and its implementation.
?Reviews and monitors activities related to preparation of security plans for ESCAP and Thailand, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
?Provides technical expertise and advice to the UN Security Management System in Thailand.
?Advises the Executive Secretary/Designated Official with regard to all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
?Evaluates the effectiveness of physical security and safety installations at ESCAP, in the framework of Headquarters Minimum Operating Security Standards (H-MOSS), including, but not limited to, emergency preparedness and security procedures, business continuity and crisis management planning, disaster recovery, building safety measures, fire prevention and evacuation planning, and develops and implements measures to mitigate identified risks and reports findings to DHSSS.
?Establishes lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination.
?Serves as member of security management teams, contributing to planning, implementation, evaluation of effectiveness of security plans and other aspects of security operations.
?Manages the country and duty station specific threat and risk assessment process and maintains continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel and dependants to follow appropriate preventative steps.
?Establishes air, land and sea evacuation capability to be used in emergencies, ensuring availability of aircraft, vessels, railways, vehicles, fuel supply, assessable roads, ports and airfields.
?Determines need for, and provides training and advice to UN staff and dependants on residential security measures such as window guards, alarm systems and locks to prevent burglar intrusions.
?Establishes and maintains dialog with local authorities and international institutions, such as the Red Cross/Red Crescent for coordination of efforts in the event of natural disasters.
?Oversees establishment of 24-hour response mechanisms to security-related incidents involving UN staff and oversees establishment/maintenance of fully functional emergency communications system.
?Establishes procedures for and supervises investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependants.
?Assumes responsibility for guard force management, as assigned.
?Prepares and maintains personal security risk assessments and arranges protection details for Senior UN Officials or visiting VIPs, as necessary.
?Conducts and supervises security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.
?Provides subject matter expertise as an Event Security Coordinator at UN conferences, forums and events worldwide, as necessary.

Advanced university degree (Master’s degree or equivalent) in Security Management, Political/Social science, Military Science, Law, Business Administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in security, risk or disaster-management in the public or private sectors, such as national security, military or police or in a corporate security environment is required. International field experience in the United Nations Security Management System is desirable. Prior experience in the management of security and safety services within the United Nations System is desirable. Command or management experience in the public or private or corporate sector is required. Field experience in Security Management System within the United Nations or similar International Organizations is desirable. Experience in the management of security and safety services within the United Nations system or similar international organization is desirable.

English and French are the working languages of the United Nations. For the post advertised, fluency in English is required.
