The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in UNEP's North America Office at the Washington D.C. duty station. The incumbent will coordinate UNEP's regional science-related work; building strategic partnerships within the scientific community; and ensuring that UNEPs North America Office activities and priorities are well-coordinated with the Science Division. Under the direct supervision of the Regional Director, the Senior Programme Officer (Regional Coordinator, Science will perform the following duties:

1. Takes the lead to develop, implement and evaluate a regional science strategy for North America. (1) Links related regional activities and partnership efforts, and ensures alignment with relevant global work streams, particularly Subprogramme 7: Environment Under Review and the UN Environment 2030 Science Strategy; (2) Advises the Regional Director and the Science Division Director, on overall science-policy direction and country needs in the region that require UN Environment's attention; (3) Serves as the primary focal point in the region on emerging environmental science and innovation; keeping abreast of, analyses and reports on latest developments in the region related to science-policy and assessment-related issues, identifying where best an environmental dimension is warranted; liaises with other scientific organizations, donors, etc.; (4) Develops a network of strategic partnerships across the scientific community for carrying out specific activities in North America and to support the implementation of the global science-policy program as required.
2. Leads the planning and coordination of activities in the areas of early warning, integrated environmental assessment and applied information technologies. (1) Ensures that key regional and global findings and science-related outputs are fed into decision-making in the region. (2) Oversees the development of the Global Environment Outlook (GEO) report in North America, including: developing MOUs with partners, supervising and chairing relevant meetings (regional consultations); revising and editing of draft content, liaising with partners to ensure timely publication of the reports. (3) Coordinates the development, publishing and launch of the regional and national integrated state of the environment reports, including establishing contacts with partner centers and liaison with governments etc. as required. (4) Strengthen roll-out and up-take of scientific assessment products and services at country and regional levels.
3. Leads the establishment and coordination of a science network to support the implementation of regional and national activities to complement the UN Environment's global assessment, foresight and early warning programmes. (1) Develop and put in place a regional strategic plan for enhanced, and sustained, engagement with the scientific community in North America. (2) Advise regional and global Senior Leadership in harnessing and strengthening strategic partnerships across the scientific community. (3) Leads efforts to enhance inter-agency partnerships, coordination and cooperation on a range of science-relevant matters.
4. Coordinates regional input into UN Environment's programming related to the science-policy interface. (1) Facilitates a coordinated approach in the region for environmental science and strategic matters related to the science-policy interface. (2) Ensure that North America science-related activities are aligned with the overall science approach of the Organization.
5. Directs research and presents regional information and inputs gathered from diverse sources to inform and feed into Environment Live/ World Environmental Situation Room, including from regional, sub-regional and national datasets and images.
6. Undertakes resource mobilization, as required, to help complement financing for the implementation of key program of work activities in the North America region.
7. Leads regional missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
8. Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
9. Represent the Regional Director and Science Division Director (as required).

專業(yè)要求
Advanced university degree (Master's degree or equivalent) in environment or development related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗
A minimum of ten (10) years of progressively responsible experience at an international level in project or programme management and implementation, administration or related area is required.
Experience in network development and management, including expert institutions, government agencies and donors is an asset. Demonstrated familiarity with UN system, its rules and regulations is required
Work experience in global and regional environmental issues is an asset.
Experience in coordinating, editing and writing scientific publications as well as strategy papers related to the environment and sustainable development is highly desirable

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
